Roberto Biasutti, born in 1963 in Switzerland, graduated in Aeronautical Engineering with a focus on Avionics and Radar techniques in 1992 from the University of Rome. He spent 9 years at Eurimage as Earth Observation Satellite Services Manager, overseeing Landsat data distribution in Europe. In 1993, he created the Earth Watching service to support local authorities and promote the use of remote sensing data during emergencies (mainly ERS and Landsat), providing images and articles to newspapers, magazines, and TV stations. This initiative led to the establishment of the International Charter Space and Major Disasters in 1999, in collaboration with ESA, CNES, and CSA.

In 2001, he joined the European Space Agency (ESA) in the User Service and Mission Planning office, working on the newly launched Envisat mission and managing data distribution. He later became responsible for hardware infrastructure, introducing virtualization. In 2006, he took on the role of User Service domain lead for Copernicus Sentinel-2 (Phases A & B), focusing on requirements definition for the payload and mission planning.

In 2007, he actively re-engaged with the International Charter, overseeing the On Duty Operator and Emergency on Call Officer services, and collaborating with CSA to integrate new Charter members. In 2010, he joined the Executive Secretariat.

In 2016, he led the development of the Charter Operational System 2nd generation (COS-2), which manages all operations linked to activations.

Since 2013, he has served as the Third Party Missions PDGS Operational Manager for ESA, overseeing a dozen non-ESA satellite missions in addition to the PROBA-V mission.
